Natural rubber under heading 4001 remains a core EUDR product family, subject to the exact Annex I wording and commodity definition.
2026 downstream-product changes
The 2026 delegated update removed or narrowed several downstream rubber entries, including retreaded tyres and specified vulcanised-rubber products. Older EUDR product lists can therefore be misleading.

Evidence for rubber sourcing
- Rubber-producing plots and producer information.
- Country of production of the relevant natural rubber.
- Batch traceability through processors and manufacturers.
- Legality and deforestation-free supporting evidence.
Manufacturers using imported rubber
The finished good may be manufactured in one country while the natural rubber was produced elsewhere. The due-diligence workflow may need the production origin of the relevant commodity, not merely the manufacturing country.
