Recommended workflow
- Identify the exact product and current CN code.
- Confirm whether Annex I lists the code directly or with an “ex” limitation.
- Check whether the 2026 scope update removed, narrowed or newly added the product.
- Identify country of production and operator/trader role.
- Collect required geolocation, legality and traceability evidence.
Why “ex” matters
When Annex I uses “ex”, only part of the customs heading is covered. The result can depend on the relevant commodity, species, material composition or how the product was produced. Do not treat the whole heading as automatically in scope.
